Problems: 

Could not execute observations in the AEON queue.  NEWFIRM GUI returned message stating thet the PropIDs are not in the database.  We checked the proposals.txt file on the NEWFIRM machine.  The proposals and PRopIDs were in this file, some PropIDs are accepted, but others fail.
